ANJU, North Korea (AP) ? U.N. staff planned to visit storm-pounded counties in North Korea on Tuesday, after two days of heavy rain submerged buildings, cut off power, flooded rice paddies and forced people and their livestock to climb onto rooftops for safety.

The rain Sunday and Monday followed downpours earlier this month that killed nearly 90 people and left more than 60,000 homeless, officials said. The floods also come on the heels of a severe drought, fueling renewed food worries about a country that already struggles to feed its people.

Two-thirds of North Korea's 24 million people face chronic food shortages, a U.N. report said last month, while asking donors for $198 million in humanitarian aid for the country. South Korean analyst Kwon Tae-jin said the recent flooding, coming so soon after the dry spell, is likely to worsen the North's food problems.

North Korea-based United Nations staff will visit the two hardest-hit counties to see what help the U.N. team in the country might provide, Christopher de Bono, UNICEF's chief of communications for East Asia and the Pacific, said Tuesday. He had no other details.

On Sunday and Monday, rain hit the capital, Pyongyang, and other regions, with western coastal areas reporting heavy damage.

In Anju city in South Phyongan province, officials reported 1,000 houses and buildings were destroyed and 2,300 hectares (5,680 acres) of farmland were completely covered.

The Chongchon River in Anju city flooded on Monday, cutting communication lines and submerging rice paddies and other fields, said Kim Kwang Dok, vice chairman of the Anju City People's Committee, who told The Associated Press that the disaster is the worst in the city's history.

Boats made their way through the muddy water that covered the city's streets Monday. Many residents sat on their homes' roofs and walls, watching the rising water. A young man wearing only underwear stood on a building's roof with two pigs; four women sat on another rooftop with two dogs.

Helicopters flew to various areas to rescue flood victims, state media reported. Casualties from the latest rains were not immediately reported.

If it rains again before the water drains, the damage will be greater, Kim said.

Earlier this year, North Korea mobilized soldiers and workers to pour buckets of water on parched fields, irrigate farms and repair wells as what officials described as the worst dry spell in a century gripped parts of both North and South Korea.

North Korea does not produce enough food to feed its people, and relies on limited purchases of food as well as outside donations to make up the shortfall. It also suffered a famine in the mid- and late 1990s, the FAO and World Food Program said in a special report late last year.

However, the president made it clear that the success of the government plan to improve agricultural production would depend on availability of funds and technical support, the basic issues that development partners can give serious consideration.

For the last 20 years, the agricultural sector has received financial support amounting to 18bn/- but the amount was reduced to 3bn/- in the past three years and later increased to 6bn/- which is not enough either. ?No doubt China has succeeded in agriculture and established a strong economic base and can now become a tutor to other nations intending to adopt modern agricultural technology to realize objectives. This can be done and I am convinced that Tanzania can achieve its objectives,? he said.

Opposition to Australian MH Development Grows | Daily Business ...

Another criticism is that the roads are barely adequate to support current traffic, and the local public school is near capacity. MHProNews has learned manufactured housing communities are already established to the north and south of the proposed development. The WYONG Council has agreed to extend the time for public discourse to Aug. 27.

LOS ANGELES (AP) ? Veteran actress Lupe Ontiveros, who appeared in scores of TV shows and movies including "Desperate Housewives," ''Selena" and "As Good As It Gets," has died. She was 69.

Ontiveros died Thursday at a hospital in Whittier, Calif., a suburb southeast of Los Angeles, after a brief battle with liver cancer, according to longtime friend and family spokesman Jerry Velasco.

She was perhaps best known for her role in "Selena," the 1997 biopic based on the life story of the Tejano pop star. Ontiveros played Yolanda Saldivar, who in real-life was convicted of killing Selena Quintanilla. The film launched the career of Jennifer Lopez, who played the title part.

But that was only one of many roles. Ontiveros worked steadily in TV and film for more than 35 years.

"I want to go from the set to the grave," she quipped in 2010 while receiving a lifetime achievement award from the National Association of Latino Independent Producers. "From the stage to the grave, that's how I want go."

Her credits include "Real Women Have Curves," TV's "Desperate Housewives" and ? as in "The Goonies" ? many, many turns as a housekeeper. She once estimated she played a maid more than 300 times on the stage and screen.

"I've had a hell of a good time playing those maids," she told LA Weekly in 2002. "Each one to me is very special ... No matter how much I resent the stupidity that is written into them, the audacity that the industry has when they portray us in such a nonsensical, idiotic, such ? oh my God! ? such a degrading manner, still, my humor survives in these maids. I'm very proud of them."

Born Guadalupe Moreno in El Paso, Texas, on Sept. 17, 1942, Ontiveros caught the acting bug in 1972 when she answered a newspaper ad for movie extras. She went on to help establish the Latino Theater Company in Los Angeles and advocated for Latino performers throughout her career.

"She worked tirelessly to perfect her craft and open doors for countless Latinos along the way," said Alex Nogales, president of the National Hispanic Media Coalition. "Hollywood never gave her the lead role, but in our hearts she will be remembered as our leading lady. She will be deeply missed by all of us."

Ontiveros is survived by her husband, three sons and two granddaughters.

Stocks open higher; traders hope for ECB action

NEW YORK (AP) ? Stocks are opening higher on Wall Street as investors hope for action from the European Central Bank to keep the euro together.

The Dow Jones industrial average is up 55 points to 12,943 shortly after the opening bell Friday. Merck was the biggest gainer in the Dow after reporting earnings that were stronger than analysts were expecting.

Markets were rising for a second day following a pledge from the European Central Bank president to do whatever it takes to preserve the region's monetary union.

Investors shrugged off the latest troubling sign about the U.S. economy, that growth slowed in the second quarter.

The Standard & Poor's 500 is up seven to 1,367. The Nasdaq composite index is up 15 to 2,908.

Stop by most any unirrigated farm across the lower Midwest and you?ll see crops in distress. Midwestern corn and soybean farmers are taking a beating during the recent drought, but it?s not likely to drive many out of business.

Most of those farmers carry terrific insurance, and the worse the drought becomes, the more individual farmers will be paid for their lost crops. The federal government picks up most of the cost of the crop insurance program, and this year that bill is going to be a whopper.

Despite a withered soybean crop that he says won?t even let him break even, Loren Alderson, a farmer in Nickerson, Kan., isn?t too worried.

?The government has a program of crop insurance, revenue insurance, and it certainly is a lifesaver for years like this,? Alderson says.

That?s an attitude typical of most farmers affected by this drought, says Bruce Babcock, who specializes in agriculture economy at Iowa State University. They?re not too worried because the great majority of them have crop insurance, he says. In the Corn Belt, upwards of 85 percent of farmers carry crop insurance, if you can call it that.

?It?s not really insurance, because, as we know, when we buy insurance, we have to pay the full premium,? Babcock says, ?and that premium covers not only the losses, or the claims that are made, but also the administration and profit for the company.?

When a farmer buys crop insurance, the government picks up most of the premium, and it also pays operating expenses for the companies. Those two subsidies cost close to $8 billion a year. But taxpayers also insure crop insurance companies against catastrophic loss.

So, as claims from this year?s drought mount, the USDA will shoulder a larger and larger share of the payout. Babcock says it?ll likely be taxpayers, not insurance companies, paying the bulk of this year?s crop insurance claims, which could easily run more than $10 billion.

?The drought really shows how important the program is, and who?s really funding it,? Babcock says.

Payouts are going to be extra high because most Corn Belt farmers also carry coverage tied to the changing value of the crops they produce. The drought has cut projected supply and pushed prices way up.

The more bushels of corn that are lost, the more each one of those lost bushels tends to be worth for a farmer?s insurance settlement, and the more taxpayers owe drought-stricken farmers.

?Crop farmers are going to be OK coming out of this drought,? Babcock says. ?Taxpayers are not going to be; they?re going to be paying large losses.?

Of course, taxpayers do expect to eat, even after an agricultural disaster, so, arguably, in that light, crop insurance makes sense, says Tom Zacharias, the president of National Crop Insurance Services.

?It?s designed to help the consumer,? Zacharias says, ?so that we know that we have stable, secure food supply. [And] we want to keep farmers in business from year to year.?

Zacharias says crop insurance is a pretty efficient way of doing it, because while farmers pay into the system year after year, they don?t get any money out until something goes wrong. In normal years, crop insurance companies eat the losses, and he says those insurance companies are eager to please.

?These folks are 24/7,? he says. ?We have loss-adjuster staffs in the field as we speak.?

So, disaster coverage payments typically arrive in time to cover getting the next crop in the ground and keeping the food system running. But, farmer Loren Alderson says, that?s about as far as it goes.

?Technically, you don?t lose money,? Alderson says, ?but if you?re especially a younger farmer who?s got land payments to make and machinery payments to make, they?re not going to be able to make those costs with insurance.?

STATE COLLEGE, Pa. ? Shortly after Penn State tore down its famed statue of coach Joe Paterno, the NCAA announced Sunday it would impose "corrective and punitive" sanctions against the university in the wake of a devastating report that asserted top university officials buried child sex abuse allegations against a retired assistant coach more than a decade ago.

The NCAA, acting with rare speed, said it will spell out the penalties at 9 a.m. Monday. The governing body did not disclose further details.

If precedent holds from recent cases, Penn State will face a loss of scholarships and a multi-year ban from bowl games ? and with it, the financial windfall and showcase that comes with postseason play.

Yet NCAA President Mark Emmert cautioned last week that he hasn't ruled out the possibility of shutting down the Penn State football program altogether, saying he had "never seen anything as egregious" as the Jerry Sandusky sex abuse scandal.

CBS News reported that a high-ranking NCAA source called the penalties against both the football team and the school "unprecedented."

"I've never seen anything like it," the source told CBS News.

A harsh penalty would have repercussions well beyond football, whose large profits ? more than $50 million, according to the U.S. Department of Education ? subsidize dozens of other sports programs at the school. The potential for a historic NCAA penalty also worries a region whose economy is built at least partially on the strength and popularity of the football program.

"It's going to kill our town," said Derek Leonard, 31, a university construction project coordinator.

Recent major scandals ? such as improper payments to the family of Heisman Trophy winner Reggie Bush while he was at USC, and players at Ohio State trading memorabilia for cash and tattoos ? have resulted in bowl bans and the loss of scholarships.

Current NCAA rules limit the so-called "death penalty" to colleges already on probation that commit another major violation. That was the case when Southern Methodist had its program suspended in the mid-1980s, the last time the punishment was imposed on a major college football program.

NCAA leaders have indicated in recent months they are willing to return to harsher penalties for the worst offenses.

"This is completely different than an impermissible benefits scandal like (what) happened at SMU, or anything else we've dealt with. This is as systemic a cultural problem as it is a football problem. There have been people that said this wasn't a football scandal," Emmert told PBS recently. "It was that but much more. And we'll have to figure out exactly what the right penalties are. I don't know that past precedent makes particularly good sense in this case because it's really an unprecedented problem."

Another question is whether Penn State will have to vacate any wins. Paterno won 409 games in his 46 seasons as head coach. USC lost a national title when it went on probation and Ohio State vacated the 2010 season, including its victory in the Sugar Bowl over Arkansas.

On Twitter, Akeel Lynch, a running back recruit, wrote: "I still bleed blue and white," while QB Matt McGloin wrote, "The hotter the fire, the stronger the steel."

WHY WE SHOULDN?T RAISE PROPERTY TAXES IN REDMOND NEXT BUDGET

At Tuesday night?s City Council Meeting, Finance Director Mike Bailey outlined the state of the current Redmond budget as we passed the 75% mark of the biennial period. The highlights are that Redmond?s cash on hand position is $9.5 million better than projected for this point in time. Even excluding a $4.0 million sales tax special payment from the State, we are still well over $5.0 ahead of our own projections. This strong cash position is due to our recovering sales tax revenue, as well as property tax collections that are about $1.5 million better than projected. On the expenditure side, Mayor Marchione and his Director team are under-spending the budget by 7.63% (compared to 7.08% last quarter). The City Council is the most frugal department, under-spending its budget by over 23.5%.

Last week Mr. Bailey presented an analysis of overall economic trends which show a strengthening recovery, particularly locally. If sales taxes follow the economic trends, we should see significant improvement in our single largest revenue source. Unlike other cities in our area, Redmond continued to raise property taxes in each of the last four years of the great recession. In dollar terms it is not a big amount, but it is not the only tax increases our residents have had to pay, and it came during a time when real income was declining.

Looking at all this, there are three excellent reasons why we should not raise property taxes in the next budget.

First, we don?t need the added revenue. We are looking at a budget-end cash surplus approaching $12 million. This is the third cash surplus in three budgets. At the end of the last budget we added a new multi-million dollar reserve fund that puts our reserve capacity well above city averages in our state. At the end of 2008 we created an innovation fund to encourage more efficient service delivery out of that surplus. By contrast, increasing property taxes the allowed 1% raises just under a million dollars for the biennium. Our residents rate city service delivery at impressively high levels. Conservatism is a laudable virtue in budgeting, second only to accuracy.

Next, how a government considers its citizens is vital. Except for a small amount of development services, all of the general fund revenue comes from taxing the productivity of the community. There are easy rationalizations for tax increases: ?it?s not a lot of money? or ?other governments are raising taxes more?. The bottom line is that any government that puts its own needs ahead of those of its citizens is not worthy. Besides, the property tax is the only general tax within the direct control of the city.

Third, the budget will be structurally balanced without a tax increase. We did not need the property tax increase in the current budget to assure a six-year structurally balanced budget, nor did we need it in the previous one. The question is how do we use our current surplus to create the most sustainable benefits for our residents? We have spent the last two surpluses creating innovation funds and super-safe reserve levels. Now is the time to use our surplus outside of city hall, almost literally putting it on the streets for the benefit of everyone.
